Frugal or just cheap?

Thank author of this post/commentHere's the deal. My husband, when he proposed to me, got me a mothers ring for my engagment ring. It was the thought that counted and it symbolized us together as one. I looked it up online and saw that it was sterling, which is fine with me and it was on sale for $30. He then went out and spent $1500 on batman doors for his car. I am a very thrifty type person but some of the items I like cost some money too like $20 for a shirt or $30 for some jeans but never more. I prefer to shop at thrift stores for everything but underware anyway. I work a real job with benefits and retirement and save money to pay our rent and bills. He works with his dad making approximately $100 a week. He's always eating fast food and talked about spending his retirement check from a previous job on fixing up his car as opposed to making sure we have food and a roof over our head. I asked him if i could run to a fast food place and grab something to eat for lunch but my answer was no. Is he just being greedy? Anytime I want to get something, cheap or a little more he tells me no. YET he'll blow through 3 cell phones a month trying to figure out what one he wants, just bought recreational equipment for the yard that we'll never use and it's really bothering me that I can't go get simple things. He complains because a bottle of hairspray for me is $3. I just don't understan why he's this way. I have no idea how to even sit down and start a conversation AGAIN about it. He says he's being frugal. I think he's being cheap with ME so he can get what HE wants. He lost his previous job so he collected the retirement. He's 28. Before, he was making good money. Now he works for his dad. I hope that clears things up a bit, oh and too late, we're already married and have been a few months now but this happened before he lost his job.
